About the Framework
The Student Mental Health Framework 2022–2026 guided Carleton University’s approach to student mental health and well-being through a holistic, coordinated and campus-wide commitment to supporting students. Developed through extensive consultation with students, faculty, staff and community partners, the Framework helped strengthen programs, services and initiatives while promoting a culture of wellness across the university.
The Framework emphasized the importance of addressing student well-being through multiple dimensions, including mental health, accessibility, substance use health, spirituality, community and belonging. It also reinforced Carleton’s commitment to embedding equity, diversity, inclusion, accessibility and Indigenous perspectives throughout its work to support student success.

Building on the progress and learning from the previous framework, Carleton has launched consultations to inform the development of the next Student Mental Health Framework (2026–2031). Feedback from students, faculty, staff and community partners will help ensure the updated framework reflects evolving student needs, lived experience and emerging best practices. The consultation process will also help identify how faculty and staff can be better supported in promoting student well-being and responding to student needs.
The next framework will maintain alignment with the Okanagan Charter, the National Standard of Canada for Mental Health and Well-Being for Post-Secondary Students and provincial requirements under Bill 166.
